Presentation Overview:
Most enterprises struggle with aligning performance content across their organizations. Whether this relates to central agency / governmental compliance, corporate policies and frameworks, or program management, performance information needs to be developed, collated, and presented in a consistent manner to ensure it is useful for quality decision-making. This presentation will use the current performance management expectations within the Government of Canada as an example to help illustrate the value in coordinating various perspectives of management (i.e. Risk, Project, Resource, and Planning) into a unified view of performance. The presentation will also focus on the role of technology as a “performance enabler”. It will also highlight a “Performance Alignment Maturity Model” by which departments can gauge their current performance environment and chart a means for improving their Performance Culture.
Following the presentation of the theory and practice of performance alignment, the discussion will shift focus to some key considerations and pitfalls that enterprises must be mindful of during the implementation of new performance management frameworks, practices, and procedures. This presentation will highlight the challenges and opportunities in developing a uniform and over-arching approach to performance management.
Profile for Scott Hodge:
Scott is an advocate and practitioner of the design and implementation of organizational performance architectures, aligning and integrating an organization’s frameworks for accountability performance planning (i.e. the PAA and logic models), resource management, program and project management, and risk management. Core to Mr. Hodge’s projects is a focus on enhancing informed decision-making through establishing comprehensive performance management frameworks. These frameworks are supported by enterprise and information architectures that provide structure and clarity to organizational and operational roles, responsibilities, and information.
A former adviser to The City of Winnipeg Chief Commissioner (City Manager) on continuous improvement and change management practices, Scott takes a holistic, systems-based view of the client organization and has established integrated approaches and methodologies to assist clients in defining and overcoming strategic and operational challenges, from conception to implementation and transition. Creative, insightful, and results-focused, Mr. Hodge has over 20 years experience leading projects at the federal, provincial and municipal government levels, in the private sector, and with community-based organizations. He has proven capabilities to quickly understand a client’s formal and informal processes and relationships, assessing the root causes of their organizational and operational conditions, and assisting clients in addressing and overcoming strategic and operational challenges.

Bringing Quality to Change and Transition Management:
As Easy as A B C ...

For this first meeting of the new session, the Ottawa Valley Section of ASQ will be having a meeting on “Change and Transition Management”. Members have expressed an interest in this topic, perhaps because every project they work with involves change and trying to lead or manage it effectively, and more than that, change is part of every significant issue of importance to ASQ professionals – in part because we’re always trying to get better, and continuous improvement is, by definition, change over time. Therefore, we are pleased to have Jim Muckle on September 27th to talk on this topic.
A Google search on ‘change’ gets you almost 4 billion hits; searching on ‘change management’ yields a mere 100 million hits. On such a wide-ranging topic, Jim Muckle focuses on one specific aspect – our growing understanding of the brain and how we learn, think, remember and make decisions. Change happens in the brain. How we respond to change happens in the brain. How we lead or manage change is about what’s happening in the leadership or management brain, and the brains of those around us. Is it really as easy as A B C? Don’t miss this opportunity to learn how to ensure that you bring quality to every change and transition process that you work with!
This will be a very interactive, participative results-oriented session. Have a good sleep the night before, then come and bring your most challenging change project, and find out how to make it work better. Integrating Sustainability into Quality Management

Michael and Joseph will share the story of sustainability as it relates to quality management – where it began; what it looks like now; and where it might be going. They will shed light on sustainability integration into real business processes and touch on what this might mean for the quality world.
Increasingly, stakeholders such as regulators, customers, shareholders, board members, and employees are asking or requiring organizations to be more environmentally and socially responsible. Companies themselves are eager to go down this path. But how to do this in practice? In the sustainability world, we talk about "fluff vs. stuff": people talk about being sustainable, but not everyone contributes to making a real impact. The same can be said in the quality world: everyone wants quality, but the "stuff" lies in the details about how this is actually done in practice. Quality Management has been influential in providing organizations the tools and processes to become more efficient and effective in their operations. This discussion will focus not on what quality is, but how it can be sued as an effective tool for drivign sustainability in organizations.
This will be an interactive session with Michael and Joseph. The presentation will be in English, but Michael will be prepared to answer questions and discuss the topic in French.

The dysfunctions of an organization are often related to management of the various services in silos, as well as the lack of interrelation between them.
The process approach is a different way of viewing the functioning of the organization, together with a transverse vision centered on the results.
The concepts that are presented are the following: • What is a process • The process owner and its accountability • The effectiveness and efficiency of a process • The link between process, mission, and objectives • The customer-supplier relationship • The identification of the needs related to a process • Improved management with the PDCA approach (Plan-Do-Check-Act)
The presentation will be in English, but Ms. Blain will be prepared to answer questions and discuss the topic in French.
Speaker bio Nathalie Blain, Eng. CQE, CQA President Nathalie Blain & Associates Inc. A Member of the Ordre des Ingénieurs du Québec, the American Society for Quality, and the Quebec Society for Quality, Ms Blain has worked in the manufacturing and services industries since 1989, and in quality management since 1993, and specifically in the automotive industry since 1995. Ms Blain has many years of experience in quality management, including management system optimisation in order to make it value added to the organisation. Ms Blain has 10 years of experience in strategic management positions in quality management, 14 years of experience as a trainer / lecturer (Accademia Qualitas, École de Technologie Supérieure, École Nationale d’Administration Publique) and 10 years of experience as a consultant in the implementation and improvement of quality processes and in productivity management.

“Process Approach to Internal Audits; Presentation and Panel” moderated by Michael Hart.
This interactive presentation and panel will introduce participants to the concept of the process approach to internal auditing of an ISO 9001 based quality management system. It will include a presentation of what the process approach means and how it differs from the earlier traditional auditing by element approach. This will be followed by a panel consisting of representatives from registrars of the ISO based management systems. Questions will be posed to the panel by the moderator and by members of the audience.
The intent of this special ASQ Ottawa Member Event is to better understand what is meant by the “Process Approach to Internal Auditing” and the expectations that may be had by Registrars.

At our September 23rd Members Meeting, Jim put on a mini-tutorial: “Maximizing PowerPoint Presentations”. In this 10 minute tutorial, Jim revealed the 3 secrets to creating and delivering presentations that inform and inspire our audiences. Now he is back to show you how to redesign your PowerPoint presentations so that your audience members listen to you instead of simply reading the bullets.
By putting only one statement per slide (and NO bullet points), you’ll create a targeted message with no distractions for your audience. This increases the effectiveness of your presentation and makes the material easier to understand. The smooth flow of information from the graphic you use and the words you speak gives the audience a clear understanding of what you’re trying to get across. They remember what you’ve said more easily than with the traditional ‘Heading plus Bullets’ method.
When you see real-life examples during this workshop and practise with your own presentation, you’ll experience what an impact you can create and how easy it is to make your point. A slide or two can be ‘tweaked’ during the presentation with Jim’s hands-on coaching, the backbone of our methodology. You’ll leave with all the tools you need to create a presentation that will educate and motivate your audience.
Jim will cover:
1. The research that supports this approach,
2. Tools to organize any presentation for maximum impact (you will receive samples and a link to blank forms), and
3. Presentation skills.

Jim Moran, MA Ed. has been a business owner and educator since 1977. He has written articles for a number of business publications, radio shows and hosted “How’s Business?”, a TV talk show. Jim has developed, designed and delivered training courses for Fortune 500 companies, the Federal government and Provincial governments.
His first book was published in 1995 – Some Things Never Change and a sequel is being prepared for release in 2010.
Jim is also President of the Learning Alliance. Founded in 1998, the Learning Alliance, Inc. has worked in the area of International Standards focused on ISO 9001, ISO 14001 and integrated management systems. For the last 8 years, Jim’s organization has been converting paper based manual systems to a web based system that employees find easier to use, making the management system ‘live’ in organizations.

This interactive presentation will introduce participants to the concept of process mapping, how it fits into other organizational activities such as risk management and continuous improvement, and how it helps with management system implementation and maintenance.
By providing tools, examples and exercises that will enable the participants to start process mapping immediately, this interactive presentation will focus on the actual application, pitfalls and immediate and long term benefits of process mapping.
Part One - “the strategic view of process mapping”
The first part of the presentation will take a strategic view of process mapping and establish relevant strategies to help organizations position process mapping in their organization. By tying in risk management, continuous improvement, root cause analysis and management systems, the participants will understand the incredible value that a coherent process mapping strategy will bring to their organization.
Part Two - “process mapping tools and applications”
The second part of the presentation will focus on actual process mapping tools. The participants will work (in groups) through a couple of actual exercises to demonstrate key ideas, benefits and drawbacks of different process mapping approaches. The participants will come away with actual tools that they will be able to use immediately in their place of work.

Self-employed for the past 14 years, with a particular emphasis on Six Sigma and advanced statistical methods, his customers include Agrium, Abitibi Bowater, Cascades, and Maple Leaf Foods, among many others. Gilles has a B.Eng. in Metallurgical Engineering (McMaster 1979) and works with clients in North America, Europe and South Africa. He has lived in Ottawa for the past 18 years.

Dennis briefly held the position of Senior Economist, Regulatory Affairs, at the Canadian Food Inspection Agency before moving on to Health Canada where he held the position of Director, Strategic Planning and Accountability from January 2001 to March 2008. At Health Canada he won two Deputy Minister’s awards in 2002 – (1) for Diversity Management; and (2) Mentorship. The American Society for Quality (ASQ) has commissioned a study to determine the future of Quality. The ASQ Future Study comprises of three major components:
- Identifying the key forces that are most likely to shape the future of quality and the world;
- Developing alternative scenarios describing how these forces might unfold;
- Determining implications for organizations and the quality field and for quality professionals.
This study was conducted by a panel of nearly 100 thought leaders of the quality movement from around the globe, representing every sector of the economy, shared their insights in order to gain a credible understanding of the potential impact of current trends on the future. Through multiple rounds of considerations and on line dialogue, the panelists arrived eventually at a final rank order of their choices- the Seven Key Forces shaping the future of quality.

2. Social Responsibility
3. New Dimensions for quality
4. Aging Population
5. Health Care
6. Environmental concerns, and
7. 21st Century technology
Armed with this expert view of forces shaping the future, ASQ developed four brief alternate scenarios depicting a spectrum of potential future world conditions. The scenarios serve as narratives to help people imagine what the world might be like in the future as influenced by the forces of change for quality. Paul Borawski will present the results of the study, and discuss the implications for organizations and the quality field and for quality professionals
The Presenter
Paul E. Borawski, CAE, Executive Director and Chief Strategic Officer
Paul E. Borawski joined ASQ in 1986 as director of programs and technical services and was appointed executive director in 1988. In 2003 the board of directors acknowledged his increased responsibilities by naming him chief strategic officer.
- Borawski is accountable for the operations of ASQ headquarters, overseeing a staff of more than 200 professionals, and an annual budget in excess of $40 million.
- He is responsible for the organization's success in attaining its vision. He provides for the ongoing exploration of ASQ's Living Strategy and assures the alignment of the organization's resources with the strategies and goals established by ASQ's board of directors.
- A native of Detroit, Borawski studied electrical engineering at Lawrence University and industrial education at Eastern Michigan University, where he earned a Bachelor of Science degree in 1978. He has done post-graduate work in business management at Eastern Michigan University, the University of Michigan, and Harvard University. Borawski is a Certified Association Executive (CAE).

Over the last 10 years, Lean Six Sigma has rapidly grown to become the most widely accepted and successful business process improvement strategy in the world today. In recent years, this success has translated into the service sector, including banking, insurance, hospitality healthcare and public service.
This interactive, two-hour workshop will provide you with an introduction to Lean Six Sigma and how it can be applied to the Service as well as Public sectors – the vision, creating, aligning, communicating, nurturing, managing and sustaining Lean Six Sigma in such a way that an organization can accept, institutionalize, and effectively implement, as well as drive successful continuous improvement projects that yield measurable, sustainable results.

As one of e-Zsigma's senior Lean Six Sigma Master Black Belts, Rod Morgan has instructed and coached thousands of Lean Six Sigma – Black Belts, Green Belts and Champions in Canada and internationally. Rod is also one of Canada’s foremost Lean Six Sigma trainers and practitioners and is a faculty member at the Schulich School of Business. He has a diverse background in government, enterprise information technologies, retail, consumer packaged goods, manufacturing, healthcare and finance and the deployment and application of Lean, Six Sigma and continuous improvement in all of those sectors.

Bill Clarke brings 20 years of training and facilitation in the field of business communication. As General Manager for e-Zsigma's Centre for Government Excellence, as well as Six Sigma Green Belt, his work focuses on the development and support of Leadership and Communication skills needed for public sector success. Bill's public sector leadership and communication clients include the Library and Archives Canada, Dept of Fisheries and Oceans, Statistics Canada, Industry Canada and the City of Ottawa.

Inteaz Alli is Professor of Food Quality Assurance and Food Analysis in the Food Science Department, and Director of the Barbados Field Semester Studies Program at McGill University, Montreal, Canada. He served as Department Chair from 1995-2003 and as Director of Continuing Professional Development Program in The Faculty of Agricultural and Environmental Sciences in 2002-03. He has been a faculty member at McGill University since 1982.
He has served on numerous academic, research, scholarly and administrative committees at McGill and other institutions in Canada, and several universities around the world. His professional expertise is in the area of food quality assurance/food safety and food quality; he is a food industry practitioner in this field. His primary area of fundamental research is with food proteins.
As an expert in the Food Quality/Food Safety field, Inteaz has published a university-level textbook entitled Food Quality Assurance: Principles and Practices, and several invited book chapters. He has presented numerous invited seminars and conducted invited training courses and workshops in food quality, food safety, HACCP, food proteins and food analysis in universities, food companies, government institutions and international agencies both in North America and around the world in the Caribbean, Africa, Asia and the Middle-East. He has developed food quality/food safety training modules for use in developing countries.
He has served as a advisor, consultant and technical expert in food quality/food safety for several North American food companies (including as a technical expert in several food safety/food quality litigations), in projects with the International Division of Agriculture and Agri-Food Canada (AAFC), the UNDP TOKTEN (Guyana) program, and the Inter-American Institute for Cooperation in Agriculture (IICA).
Inteaz was elected as a Fellow of the American Society for Quality (FASQ) in 2004 in recognition for his achievements and contributions to food quality and food safety in general, and the integration of the HACCP system into food industry quality systems, in particular.
He is a Quality Management Systems Lead Auditor (RABQSA), an ASQ Certified Quality Auditor, an ASQ Certified HACCP Auditor, and a Certified HACCP Trainer.
He has been recognized by Canadian Who’s Who 2005 Edition for his scholarly and professional contributions and achievements. Inteaz has directed research projects of 40 graduate student theses (15 Ph.D., 25 M.Sc.) to date, primarily in the areas of isolation and characterization of food proteins and food quality.
His published work includes over 100 scientific publications in refereed journals.
He is co-inventor and primary researcher for two patents for food protein products and processes for preparation of proteins for use as food ingredients.
In addition to being a Fellow of ASQ, Inteaz is an active member of ASQ, the Canadian Institute of Food Science and Technology (CIFST) and a professional member of Institute of Food Technologist (IFT). He has served in numerous executive capacities and other volunteer roles with these professional organizations.
Stephen has designed many key training programs for large government and private organizations, most notably the Canadian Department of National Defense (DND), Canada Revenue Agency, Corporations Canada, Abbott Laboratories and Sunlife Financial. The highlight of his teaching was delivering risk and process training programs in both Afghanistan and Bosnia for DND and SNL-Lavalin PAE. Stephen is an award-winning speaker who brings a wealth of experience to the design of novel approaches to training, particularly in the Standards space.
His previous role was VP Business Development and co-founder of DISTIL Interactive, a producer of interactive learning games. DISTIL was sold to the Canadian Standards Association in early 2009.
Both of the presentations will be interactive with exercises for audience participation. The attendees are encouraged to bring with them examples of training issues or thoughts on training strategy to be able to bring them into the discussion. There will also be a focus on how training interacts with quality management systems, particularly on proof of competency which is still today a real issue for quality systems auditors.

Tonight’s ASQ member event will focus on understanding and building an e-learning strategy in the workplace, and will be presented in two parts.
A study commissioned by the Conference Board of Canada concluded that “the most successful countries of the 21st century will focus on lifelong learning, and the most innovative will use e-learning to do so. A well-trained labour force that consistently learns new skills is able to drive economic prosperity to new heights. E-learning is a tool that enables employers to ensure that their employees gain new skills. E-learning will be the tool of choice for 21st century employees who need access to flexible, just-in-time learning systems”.

Dennis holds a Bachelors Degree Honours in Economics and a Masters Degree in Public Administration both from Carleton University. He started his Public Service career in 1981, and has now served for almost 29 years. Over 19 of those years were spent at Agriculture and Agri-Food Canada (AAFC), first as a Junior Economist and subsequently as Senior Economist working on a variety of regulatory policy issues affecting agriculture.
