POSITION TITLE: Manager, Technical Services
LOCATION: Port Hope, Ontario
OUR CLIENT: Our client is one of the world’s largest uranium producers, with 15% of global production. The company’s competitive position is supported by its controlling ownership of the world’s largest, high grade reserves and low cost operations in northern Saskatchewan. Its mining and fuel manufacturing facilities in North America supply fuel for nuclear power plants around the world. Growing demand for electricity coupled with concern over greenhouse gas emissions has renewed interest in nuclear power as a clean, reliable and affordable resource. Despite the world’s economic difficulties in 2008, the company set record results for revenue ($2.9 billion) and adjusted net earnings ($589 million) after increasing these totals in each of the last six years. The company employs 3,000 people worldwide.
The company is a major supplier of uranium processing services required to produce fuel. As part of the Fuel Services Division, the company operates the Port Hope Conversion Facility. Employing approximately 400 people, this world-class facility is one of only four in the western world to produce uranium hexafluoride, and is the only commercial producer of natural uranium dioxide. The facility supplies customers internationally.
Port Hope is located on Lake Ontario, approximately one hour east of Toronto. Attractive local communities provide a selection of housing choices and access to a variety of recreational and cultural opportunities.
POSITION SCOPE:
The Manager of Technical Services will provide leadership and direction to a multi-functional team of technical specialists in the areas of environmental and regulatory compliance and licensing, occupational health and safety, health physics, quality assurance, analytical services, and metallurgical services. As a key member of the management team, the incumbent will provide vision and best practices, and will champion a culture that encourages a proactive approach to safety, the environment and continuous improvement.
RESPONSIBILITIES:
• Create the vision and direction for Technical Services, and translate into objectives and practical action plans with timelines and defined deliverables that align with related KPIs.
• Ensure the facility’s compliance to all external regulatory requirements and licensing including environment and nuclear, as well as to internal policies and procedures
• Co-ordinate external communication on regulatory and environmental issues and take a lead role as required in managing communication and relationships with external stakeholders
• Drive a culture of safety throughout the facility; Ensure best practices in health physics including radiation protection and occupational health and safety programs and initiatives
• Ensure the facility`s quality management programs, analytical testing and metallurgical services meet the requirements of the company, customers and regulators
• In all areas of technical services, identify current and upcoming regulatory issues and trends that may impact the site, and, where possible, participate in shaping policies which are positive for the site and the company
• Define accountabilities and ensure the technical services team has the skills development and the right processes, procedures, tools, controls and measurement systems in place to meet requirements and operate safely and efficiently
• Ensure site and department objectives are met while balancing routine and special work requirements
• Provide leadership and direction to a team of 50+ technical specialists in multiple functional areas through 4 Superintendents
SKILLS & EXPERIENCE:
• Well developed experience (8-10 years) leading a technical services group comprised of multiple functional areas
• Experience gained from within the nuclear industry or other highly regulated environment is a definite asset
• Must have direct experience working with external regulatory bodies and managing communication and relationships with these groups
• Should have core knowledge in all functional areas, with advanced knowledge of world-class best practices, technology, standards and regulations relating to safety and the environment
• Strong understanding of a variety of root cause analysis techniques and methodologies
• Experience in regulatory process and policy development a definite asset
• Strong ability to prioritize and plan at the operational level including setting performance objectives and planning resources
• Excellent leadership, communication and relationship building skills with ability to establish trust and credibility across multiple internal and external stakeholder groups
• Experience in a union environment desirable
• Knowledge of SAP is an asset
• Forward thinking with ability to contribute at a strategic level; Site-focused, and team-oriented; Continuous improvement driven
REPORTING RELATIONSHIP: Reports to the Site General Manager
EDUCATION:
Undergraduate degree in Sciences or Engineering, or other technical area
COMPENSATION: Competitive compensation package comprised of base salary, performance-driven incentive programs, and pension and benefits plans. Relocation package as required.
